The Amendment inserts the Specific Controls Overlay (Clause 45.12) and associated schedule, applies the Specific Controls Overlay (SCO1) to part of the Belfast Coastal Reserve and introduces a new Incorporated Document titled ‘Racehorse Training on Levys Beach, December 2018’ in the Schedules to Clause 45.12 ‘Specific Controls Overlay’ and Clause 72.04 ‘Documents Incorporated in this Planning Scheme’, to enable racehorse training within a defined area of the Belfast Coastal Reserve (Levys Beach) and in accordance with licences and approvals granted, as required, under the Crown Land (Reserves) Act 1978, Land Act 1958 and Marine and Coastal Act 2018.
