Facilitates the development of the Wimmera Intermodal Freight Terminal Precinct. Rezones land north of Dooen (bounded by the Wimmera Highway, the Henty Highway and the Melbourne-Adelaide Railway) from Farming Zone to Special Use Zone Schedule 9, applies the Development Plan Overlay Schedule 9, the Environmental Significance Overlay Schedule 7 and the Design and Development Overlay Schedule 11 and amends Clause 21.04, Clasue 61.03 and the Schedule to Clause 35.07.
